About Energy Efficiency:
"Turning off a light is energy conservation. Replacing an incandescent lamp with a compact fluorescent lamp (which uses much less energy to produce the same amount of light) is energy efficiency." Perhaps the simplest explanation of energy efficiency comes from Lawrence Berkeley National Lab. This is a great resource to help understand the concept of energy efficiency.

The California Association of Building Energy Consultants (CABEC) runs the Certified Energy Plans Examiner program which trains, tests and certifies field inspectors, architectural plan checkers and energy efficiency consultants. CABEC maintains a list of all qualified CEPE consultants.
